I submitted to you in 2007 and received no reply. I was about to query when I heard the book was in print and took that as my rejection. It should not have escaped your notice that you do not have a signed contract with me. What would have been the legal ramifications for both of us if I had sold the story elsewhere? Editors cannot simply publish stories submitted to them without contacting the author. They are not gifts to you.
